Henry County Police have obtained arrest warrants for three men, and a woman, who are suspected of charging nearly $7,000 worth of goods on a credit card stolen from an active duty soldier.

Franklin Delano Cartlidge, III, 29, of Jonesboro, is charged with financial transaction card fraud and financial transaction card theft. Kelly Louise Flowers, 23, of Griffin, is charged with identity theft.

Also charged with financial transaction card fraud, are Brandon David McElwaney, 22, of Doraville, and Kevin Lee Segars, 30, who has addresses in both Hampton and Stockbridge, according to Henry County Sheriff’s Chief Deputy David McCart.

Henry County Police Capt. Jason Bolton said “tips from the public” led to the identification of the suspects.

Police have been after the suspects since last month, when allegedly illegal purchases were made at Lowe’s stores in Riverdale, Stockbridge and McDonough.

Last week Army Master Sgt. Sylvia Simmons said she had discovered in September that her credit card had been used to purchase items at the stores.

Cartlidge, the captain said, is being held on “unrelated charges” in the Clayton County Jail, and –– as of Monday afternoon –– Flowers was expected to turn herself in soon.

“A fifth suspect, [an unidentified] female, has been identified as well,” said Bolton. “There are no charges on her at this time out of Henry County. However, charges may be filed on her in a different jurisdiction.”

Bolton said police are unsure as to the whereabouts of McElwaney or Segars.

“We’re going to try and let the [sheriff’s office] pick them up on the warrants,” Bolton said.
